Effective January 1, 2026, the city of Lanús in Buenos Aires Province implemented a ban on using horse- and other equine-residents for transporting goods and pulling vehicles. Equid-citizens hauling carts often endure injuries, exhaustion, cruelty, and shorter lifespans. This ordinance safeguards them from exploitation, mistreatment, and abusive conditions, as well as declares equine-folk as “sentient beings” and “subjects of rights.” Offenders will have their cart and horse companion seized and face legal action. Horse-people who are taken from violators or voluntarily surrendered by their driver will receive temporary housing, veterinary care, and be placed in good homes. The city also promotes the protection of animal-citizen rights through road signage and campaigns.
